Emergency and Restoration

The Emergency & Restoration Code fixes the processes that the transmission system operators must follow when they face an incident on their grid. The highest standards and practice in dealing with emergency situations will thus apply in all Europe.

On 1 April 2014, ENTSO-E was mandated by the European Commission to draft these operational rules for electricity under REGULATION (EC) No 714/2009.

Following the requirements set out in ACER’s framework guidelines (Topic 5: Emergency and Restoration), ENTSO-E prepared a preliminary working draft of the code – collecting information based on current best practices from TSOs across Europe regarding Emergency and Restoration. Two informal meetings were held with major stakeholder organisations and ACER to gain early input and proposals on the code.

In June 2014, a preliminary working draft was complete and so ENTSO-E launched the initial formal development and consultation phases on the NC ER. In order to present and discuss this draft and gain further input into the code’s development, ENTSO-E held:

In December 2014, after an extensive work in collaboration with stakeholders, the Drafting Team Emergency and Restoration rewrote two sections of the network code: the chapter on market interactions and the article concerning the automatic low Frequency control scheme, which was completed based on an internal study on Low Frequency Demand Disconnection (LFDD) performed by TSOs experts.

Stakeholder Engagement

Stakeholder engagement includes public consultations, DSO technical expert group meetings and public stakeholder workshops, as well as ad-hoc meetings and exchange of views with any interested parties as appropriate. The DSO Technical Expert Groups reflect the importance of involving Distribution System Operators, due to their significant role in contributing to overall system security. The technical experts in this group are designated from the DSO associations CEDEC, EDSO for Smart Grids, Eurelectric and GEODE.
