International Cooperation

ENTSO-E’s membership stretches well beyond EU borders and covers 36 countries. ENTSO-E is however extending its cooperation with other countries/regions connected with its membership area. Furthermore, it is maintaining links with systems in other continents.

Technical cooperation

Supporting the technical evolution of the transmission system, including the creation of interconnection capacities with non-member TSOs, is a fundamental aspect of ENTSO-E’s remit. Sharing best practices on traditional and new issues will help all involved parties on their way towards a sustainable energy future.

ENTSO-E has recently issued a report on how it organises its cooperation with neighbouring countries/regions. Countries are clustered in categories. For each category one of the areas of cooperation will be more intensive than others.

Cooperation with the Energy Community

ENTSO-E closely cooperates with the Energy Community and member TSOs are cooperating to support the Energy Community in extending the single energy market to South East Europe.

Supporting the Western Balkans 6

Our member TSOs are involved in the Berlin process - an intergovernmental cooperation initiative aimed at revitalising the multilateral ties between the Western Balkans and selected EU member states, and at improving regional cooperation in the Western Balkans on the issues of infrastructural and economic development.

Observer membership of Turkey

Turkey is synchronously connected with continental Europe. TEIAS, the Turkish TSO, is however not unbundled like EU TSOs. Therefore, it could not become a full member of ENTSO-E but became an observer member. Even if TEIAS cannot take part in committees, board and assembly, it participates to several working groups within the association which is of mutual benefit to ENTSO-E and TEIAS.

Cooperation with MedTSO

Several ENTSO-E members are cooperating closely with TSOs from Morocco to Jordan in the MedTSO which counts 18 members in total.

Training on network codes

Through a collaboration with the Florence School of Regulation, ENTSO-E is working on a training on network codes that will be open to countries outside of its membership. A dedicated training is being organised with Ukraine, Moldova, Kosovo and Georgia.

International Cooperation

International cooperation is about developing relationships with external nations such as the United States, India and Japan to facilitate knowledge sharing and further technology partnership, as well as promote made-in Europe solution in other parts of the world. The following initiatives are ongoing:

  • regular and close expert exchange with US partners (MITEI, PJM, Caiso)
  • regular and close expert exchange with international organisations : IEA, IRENA, Clean Energy Ministerial, GO 15
  • regular and close expert exchange with Japan, China, Korea
  • visits and briefings to international delegations from other countries
