System Development Committee
A fundamental role of the Transmission System Operators (TSO) is to plan and develop a secure, efficient and economic electricity transmission system. This involves ensuring a consistently high level of power quality, making sure that security standards are met and, where appropriate, researching and deploying novel technologies.
The ENTSO-E Secretariat’s System Development team has a supporting role for two of the four ENTSO-E committees, namely the System Development Committee (SDC) and the Research and Development Committee (RDC), as well as all of the associated working and regional groups (See Figure 1).
The SDC, chaired by Dimitrios Chaniotis, RTE, is in charge of TSO co-operation regarding the network development and planning. Its main mission is to co-ordinate the development of a secure, environmentally sustainable and economic transmission system with the aim of creating a robust European grid which can facilitate the creation of a well-functioning European electricity market and, from the planning point of view, a high standard of interoperability, reliability and security.

System Adequacy and Market Modelling
Regulation (EC) 714/2009 requires ENTSO-E to include a European generation adequacy outlook in the Community-wide ten-year network development plan (TYNDP) and to adopt summer and winter generation adequacy outlook reports. The working group System Adequacy and Market Modelling (WG SAMM) is responsible for the assessment of system adequacy, and for the preparation of the related reports.
Adequacy assessment is a fundamental way of measuring whether the generation of electricity in a system meets the expected requirements and energy demand at a certain point in time.
Currently, two adequacy forecast reports are published by ENTSO-E, each one with a specific time horizon:
ENTSO-E Winter and Summer Outlook Reports focus on exploring the main risks identified within a seasonal period, highlighting the possibilities for neighbouring countries to contribute to the generation/demand balance in critical situations. These reports consider uncertainties such as climatic conditions and outages, as well as other risks incurred by the system including the evolution of load, load-management, generation capacities, and stability issues.
The purpose of these reports is to provide a platform for information exchange amongst TSOs, promote discussion on transparency, and inform stakeholders on the potential system risks so appropriate decisions can be made on topics such as maintenance schedules, postponement in decommissioning, and stakeholder awareness about levels of adequacy. ENTSO-E Scenario Outlook and Adequacy Forecast (SO&AF) Reports include a mid to long-term assessment of the main risks incurred by the transmission system: the evolution of load, the commissioning and decommissioning of generation and load management capacities, the energy policies related to efficiency measures, and especially the energy mix.
These yearly reports aim at providing input for investment and energy policy decisions such as commission and decommissioning plans, political support schemes as well improving stakeholder awareness about forecasted levels of adequacy. The SO&AF has been developed as the successor to the former UCTE System Adequacy Forecast and ETSO Power System Adequacy report.
The integration of large amounts of renewable energy sources, the completion of the internal electricity market, as well as new storage technologies, demand side response, and evolving energy policies require revised adequacy assessment methodologies. ENTSO-E is therefore working to improve its existing adequacy methodology with a special emphasis on harmonised inputs, system flexibility and interconnection assessments.
In addition to compiling these reports on an annual basis, WG SAMM is also responsible for the pan-European Market Database (PEMMDB) which is an essential input for the market studies developed within the Regional Groups’ and TYNDP grid development activities.

System Adequacy Methodology
The integration of large amounts of renewable energy sources (RES), the completion of the internal electricity market, as well as new storage technologies, demand side response and evolving policies require revised adequacy assessment methodologies.
Historically, the point with the highest load was chosen to assess generation adequacy, and the same approach was applied to evaluate the associated impacts on security of supply at a pan-European level. However, with the development of the energy generation mix, which means more fluctuating renewables in the system and less conventional fossil fuel generation, critical situations may occur in the future at different times than at peak demand.
ENTSO-E is therefore working to improve its existing adequacy methodology with a special emphasis on harmonised inputs, system flexibility and interconnection assessments.
Over the past months, ENTSO-E has promoted a broad and transparent discussion around the new methodologies, on the short and mid-term, with external stakeholders.
At a first Public Stakeholder Consultation workshop, held on 16 April 2014, stakeholders identified and prioritised key areas of improvements for the existing methodologies, which largely coincided with ENTSO-E’s views on the new challenges arising from increasing RES integration (increasing cross-border trading volumes and growing flexibility of demand), as well as the recommendations made by the dedicated subgroup of the European Commission Electricity Coordination Group:
- There is scope for the existing ENTSO-E Adequacy reports to be strengthened in ways to capture more Security of Supply risks to the pan-European power system – including the increased need for flexibility - as it moves towards increased levels of RES-E.
- The improvements in the existing ENTSO-E methodology should focus on the consistent treatment of variable RES generation and interconnectors.
- In addition to this mandate, it is up to the ENTSO-E Regional Groups to do this if requested to do so by Member States in order to support initiatives started up by Member States.
Following the first workshop, ENTSO-E held a second Public Stakeholder Consultation workshop in June 2014, focused on the methodology proposal, and on 14 July 2014 opened a nine week public consultation (more information below).
Public Consultation on the Adequacy Methodology
From 14 July to 19 September 2014, ENTSO-E ran a public online consultation for the three supporting documents on Adequacy Methodology:
- ENTSO-E Target Methodology for Adequacy Assessment document, which presents the overall goal of ENTSO-E in terms of methodology improvements.
- Scenario Outlook and Adequacy Forecast Evolutions document, which details the improvements to be implemented in the next SO&AF 2015 report and introduce aims for improvements in the next ones to be duly consulted upon in due time.
- Seasonal Outlook Report Evolutions document, which details the improvements to be implemented in the next Winter Outlook 2014/2015 report and introduced aims for improvements in the next Winter and Summer Outlook/Review reports to be duly consulted upon in due time.
Comments were to be made by registering to the ENTSO-E consultation platform.

The documents used for this consultation aim at presenting a high level target methodology and a roadmap for an initial deployment, hence they do not specify methodological details or implementation steps.
ENTSO-E is also aware that the approach chosen will affect in a significant manner the indicators that can be assessed through the simulation, as well as the structure and the complexity of the input data. For this reason, ENTSO-E will further investigate on the choice of approach over the next steps of the methodology improvement process, seeking stakeholder input through expert workshops and consultations.

Network Modeling and Data
The European transmission grid currently faces fundamental challenges to implement the Internal Electricity Market, to integrate very significant volumes of new generation, including fluctuating renewable generation, and to undertake the investments required to replace existing assets and create adequate transport capacity between generation and consumption areas.
In order to assess grid reinforcement requirements on a consistent basis, ENTSO-E members are preparing network models to be used by Regional Groups and the WG TYNDP to perform the required studies as well as to improve TSOs’ long term co-ordinated planning. Key issues currently under development by the WG Network Modeling and Data are:
- The creation and development of Power System Models for 2020: winter and summer peak, summer off-peak (Scenario 20/20/20);
- The preparation of procedures for implementing market cases in network models.

The Ten-Year Network Development Plan and Regional Investment Plans
Timely and well-planned development of new network infrastructure is crucial in achieving the European internal energy market (IEM), as well as allowing for the integration of an ever increasing amount of renewable energy, and meeting the challenge of more dispersed on- and offshore energy sources which need be connected with major demand centres. This is why EU legislation has mandated ENTSO-E with the delivery of a biennial Ten-Year Network Development Plan (TYNDP), the first pilot of which was released in 2010.
The TYNDP identifies gaps in infrastructure from a European perspective and informs decision-makers in Member States and other stakeholders about projects with a network-wide impact.
The TYNDP builds on national and regional investment plans called RIPs. ENTSO-E has formed six regional groups to identify and address network investment and development challenges reflecting regional particularities and needs.
The TYNDP packaged also includes ENTSO-E’s Scenario Outlook and Adequacy Forecast (SOAF) which assesses and forecasts long-term generation adequacy and provides the base scenarios for market and network studies developed within the TYNDP framework.
ENTSO-E continuously seeks to improve the level of detail and sophistication of the TYNDP. These constant efforts are aim to ensure that ENTSO-E’s TYNDP remains the key tool for network investment decision-making.

Common Information Model (CIM) Activities
ENTSO-E’s members are implementing CIM standards in order to improve the quality of network models and to increase the efficiency of data and model exchanges among the member TSOs and with the Secretariat. A major reason why this world-wide (IEC) standard is important for ENTSO-E is that different TSOs use different tools with different input formats for power system studies. ENTSO-E agreed on a roadmap for the implementation of future updates of the CIM-based format for exchanges of system operations and system studies.
Moreover, ENTSO-E is organizing interoperability tests to demonstrate interoperability using the ENTSO-E CIM-based data exchange format and the IEC CIM-based standard. The tests are also designed in order to allow vendors to verify the correctness of the implementation of the updated CIM standard and to support ENTSO-E processes towards achieving the objectives given to ENTSO-E by the EU’s 3rd Energy Package.
The adoption of the ENTSO-E CIM interoperability tests and the CIM/XML-based data exchange format is a direct contribution to the ENTSO-E tasks defined by the EU. The experience gained from the process of developing and implementing CIM-based standards will directly contribute to the future network code development as data exchange processes will be part of several network codes.

European Planning Standards and Connection Codes
The main mission of the WG European Planning Standards and Connection Codes (EPS&CC) is to deliver European Grid Connection Network Codes in line with the corresponding ACER framework guidelines. The aim is to provide a secure, adequate, economic and environmentally sustainable European grid and interface to its customers (generators, demand and HVDC). WG EPS&CC’ objectives are threefold:
- Elaborating network codes on cross-border issues that are to become legally binding through Comitology, in line with the corresponding framework guidelines (FWGL) to be drafted by the Agency for the Coordination of Energy Regulators (ACER);
- Advancing works on planning standards to bring together the planning approaches of different TSOs;
- Supporting the development of the TYNDP in the following areas:
- Guidelines on selecting network planning cases for decision as a basis for the investigation of grid reinforcements by the RGs;
- Guidelines on assessing impacts of projects for the Regional Investment Plans and the TYNDP.

Asset Implementation and Management
The objective of the Working Group Asset Implementation and Management (WG AIM) is to develop and coordinate recommendations in relation to asset implementation and management, to support the implementation of assets identified in the development plans, and to promote new technologies for existing grids.
Asset management is one of the core business activities of transmission system operators. It focuses on maintaining healthy, robust and cost effective network infrastructures and ensuring high security of power supply. This activity has a significant impact on the system investment and operation, which accounts for 85% of annual expenditure.
Asset Management is defined as the systematic and coordinated activities and practices through which a TSO optimally develops and manages its assets and their associated performance, risks and expenditures over their lifecycle to fulfil the requirements and needs of grid users in a safe, secure, sustainable, environmental and efficient manner.
Key areas of work for WG AIM are:
Find harmonised positions on asset implementation and management issues including permitting procedure and environmental requirements and standards
Propose position papers for advocating on European legislation initiatives regarding above mentioned asset implementation and management topics
Promote information exchanges on best practices and experiences
Identify opportunities and risks associated with new technologies in close relationship with the Research and Innovation activities

The document is intended to help European TSOs to implement the Directive. The objective is to explain how to assess exposure and to evaluate compliance, and to indicate the most critical situations for transmission activities and formulate possible measures to be taken.
Real-life implementation of electricity projects of common interest – best practices
This report is based on expert knowledge, a survey of selected PCI projects that are close to construction or in the permission process, and real-life experiences of TSOs in implementing other transmission projects.
It provide examples of best practices in public consultation and consent for real-life project implementation and summarises key recommendations to the Infrastructure Forum and TSOs.

The North Seas Countries’ Offshore Grid Initiative (NSCOGI)
In order to achieve the renewable targets up to 2020, the The North Seas Countries’ Offshore Grid initiative (NSCOGI) was formed as the responsible body to evaluate and facilitate coordinated development of a possible offshore grid that maximises the efficient and economic use of those renewable sources and infrastructure investments.
The Memorandum of Understanding (MoU) was signed on 3 December 2010 by the 10 countries around the North Seas represented by their energy ministries, supported by their Transmission System Operators (TSOs, organised in the European Network of Transmission System Operators for Electricity ENTSO-E), their regulators (organised in the Agency for the Cooperation of Energy Regulators ACER) and the European Commission together forming the NSCOGI.
Three working groups were created by the MoU in order to take the overarching objective into a set of deliverable to be taken forward:
- WG1 - grid implementation
- WG2 - market and regulation
- WG3 - permissions and planning
